Pacific Ocean Division holds Change of Command & Responsibility Ceremony
Brig. Gen. Thoma J. Tickner relinquished his position as commander of the U.S. Army Corps of Engineers’ (USACE) Pacific Ocean Division (POD) to Col. Kirk E.
