Technical Project Planning makes environmental projects better, faster, and cheaper!

USACE's Engineer Manual (EM) 200-1-2 describes an improved Technical Project Planning (TPP) Process and provides related documentation tools. This TPP guidance is for project managers, engineers, scientists, attorneys, customers, regulators, and other stakeholders. The concepts of site closeout, project objectives, constraints/dependencies, data needs and data quality objectives are essential to all projects. Tremendous money and time savings can be realized by systematic upfront planning.

Use of the TPP process ensures conformance with ANSI/ASQC E4 and simplifies planning requirements as outlined in EPA Order CIO 2105.0.

This Order re-affirms the policy defined by EPA Order 5360.1 (April 1984) and subsequent editions, and expands that policy to accommodate the current and evolving needs of the Agency. The Order establishes policy and program requirements for the preparation and implementation of organizational or programmatic management systems pertaining to quality and contains the minimum requirements for the mandatory Agency-wide Quality System.
