Filing a Complaint: The Engineer Inspector General (EIG) responds to allegations of impropriety, issues of systems deficiency, complaints, grievances, and matters of concern or requests for assistance received from, or presented by, soldiers, family members, retirees, former soldiers, DA Civilians, or other individuals concerned with the activities of the Army Corps of Engineers.    If you have a concern and are unsure if you should file a complaint, contact us for guidance.  The EIG evaluates every complaint received to determine what, if any, action is appropriate for the EIG to take concerning the complaint. 

Considerations before Filing a Complaint:

When are IG complaints appropriate?
Individuals should attempt to resolve Fraud, Waste, and Abuse (FWA) issues and personal complaints at the lowest possible level, using command channels.  Issues that have not or can not be addressed by the chain of command may be addressed to the next higher level chain of command or the Inspector General.

Complaints must be promptly filed within IG, command, or other grievance channels.

What types of complaints are appropriate?
Any Fraud, Waste, and Abuse (FWA) and violations of law, Army instructions, or policy should be reported through the appropriate grievances channels. The subject of your complaint must be an Army Corps of Engineers program or person.

Bear in mind, however, the fact that you may disagree with your supervisor(s) over management styles, disagree with a decision made by a Corps of Engineers employee, or have what you believe is a  "personality conflict", does not constitute an injustice or mismanagement.  The Engineer Inspector General’s role is to ensure individuals are afforded the due process provided for in the law and regulations, not to adjudicate disputes between parties. The Engineer Inspector General may dismiss a complaint if there is no recognizable wrong or violation of law, regulation, or policy. You will be contacted if the compliant is not appropriate for the EIG.

The following issues and allegations are ordinarily not appropriate for IG intervention:

  1. Criminal allegations
  2. Issues that have other means of redress (If the appropriate redress procedures were used, IGs will advise complainants that IG involvement focuses on ensuring that the complainant received due process and the protection of rights as intended by law and regulation).
  • Evaluation reports
  • Civilian allegations of reprisal
  • Department of Defense civilian employee issues having redress through other channels
  • Hazardous work conditions
  • Equal Employment Opportunity
  • Collective bargaining agreement
  • Appeals of adverse actions

What to include in your complaint
It will greatly expedite the processing of your request for assistance or the investigatory actions taken to resolve your allegations of wrongdoing, if you identify to the EIG exactly what you would like the IG system to do for you.

Additionally the following information will help the EIG resolve your issue:

  • A list of other offices/agencies you have contacted regarding your issues
  • A list of witnesses
  • Copies of any hard evidence or written documentation that you have to support your case
