Infrastructure Assessment

The USACE Infrastructure Assessment (IA) Planning and Response Team (PRT) Program has 2 primary functions:

(1) Under FEMA Mission Assignment, the IA PRT augments local public works Applied Technology Council-20 (ATC-20) Post-Earthquake (or ATC-45 Post-Flood) rapid structural assessment capabilities (primarily residential).  These inspections function solely to determine the habitability of the structure - i.e. assessments apply a safety rating (red, yellow, green placards) to each structure inspected. 

(2) The IA PRT can also provide a management cell for a wide array of FEMA Technical Assistance/ad hoc missions (that do not otherwise have a PRT).  These missions can include: electrical, mechanical, geotechnical, structural engineering assessments; urban search & rescue (US&R) support; and water/wastewater infrastructure assessments and repairs.  

Note the core IA PRT does not contain inspectors per se.  For ATC-20/45 assessment applications, the PRT includes an ATC-20/45 Instructor who can provide “just-in-time” training to inspectors.  This training takes 6-8 hours.  Sources of inspectors include: USACE engineering communities of practice, Forward Engineer Support Teams (FESTs), contractors, retired annuitants, local public works, State assets, and other Federal agencies (e.g. Bureau of Reclamation).

 Participating Districts
Districts with IA PRTs include Buffalo, Alaska, Seattle, and Sacramento.  The National lead for the IA PRT Program is the South Pacific Division, located in San Francisco.
 Water and Wastewater Infrastructure Assessments
Responsibility for water/wastewater infrastructure assessments was transferred from EPA (ESF # 10) to USACE (ESF # 3) following Hurricane Katrina.  The EPA Water Security Division still has water infrastructure-related responsibilities commensurate with the Clean Water Act, as well as robust support capabilities.  SPD and HQUSACE have developed sub-mission assignment procedures to garner EPA’s support during event responses.
