Sec 165(a) Announcement of Projects to be Initiated under the Pilot Program

Twelve communities from Mississippi to Alaska will be the first to participate in a pilot program specifically designed to make federal investments in small or economically disadvantaged communities.

The pilot program was authorized as part of Section 165(a) of the Water Resources Development Act of 2020.  It utilizes existing authorities afforded to the U.S. Army Corps of Engineers to pursue small civil works projects under its Continuing Authorities Program.  These CAP authorities help communities address environmental, flood risk and navigation challenges. A solicitation for project proposals was issued in 2023. A total of 192 applications were received in response to the solicitation. 

Local USACE districts will work with project sponsors and local communities to move these projects into their study, design and construction phases.  Unlike other CAP projects, which require local cost sharing, these pilot projects will be 100 percent federally funded.  Additional projects could be approved in the future.
