The purpose of the Installation Support Community of Practice is to develop and maintain an effective and valued U.S. Army Corps of Engineers installation support capability to support the success of Army installation public works activities at all levels. The key is to enhance national-level relationships with the Assistant Secretary of the Army for Installation, Energy and Environment (ASA(IE&E)), Assistant Chief of Staff for Installation Management (ACSIM), and Installation Management Command (IMCOM) so that USACE will be a member of the Army installation management team.

- Reimbursable work for installation Directors of Public Works -- $3.5 billion.
- Direct-funded Installation Support program -- $7.2 million.
Services Provided
- Meeting military mission requirements supporting world-class sustainable installations where Soldiers call home.
- Provides program management and oversight for the Army Sustainment, Restoration, and Moderation and Facilities Engineering Program, and the USACE Installation Support Program. The Installation Support Program provides liaisons to IMCOM regions, and PM-Forward to major Army installations.
- Provides analyses of Army initiatives, concepts, and force structure for use by the Army staff, DoD and DA materiel acquisition communities, and validates facility requirements for the Army throughout the Army Force Management Process (Combat Readiness Support Team).
- Supports USACE permanent membership on the Installation Readiness Board of Directors, which is made up of representatives from more the 15 commands, organizations, and staff offices. It is chaired by the commanding general of IMCOM and the ASA(IE&E). SICE is working through integration and collaboration to provide essential services, infrastructure and operational support to improve the livelihood of our Soldiers, their families and civilians.
- Serves as USACE lead on corporate utilities, energy and sustainability for utility issues raised by Headquarters Department of the Army, ACSIM, and IMCOM. Provides technical support on acquisition and sales of energy, utility rate intervention and litigation, renewable energy sources, energy savings performance contracts and utilities metering. The Installation Support Community of Practice has created a three-person cell to orchestrate USACE energy initiatives in support of the ACSIM.
- Serves as editor for the IMCOM Public Works Digest, which provides technical and human interest stories on public works, environment, housing, military construction and innovative engineering accomplishments.
- Provides technical support for the Real Property Master Planning, providing leadership, planning assistance, policy development, and course instruction to USACE, ACSIM, IMCOM, Office of the Secretary of Defense and Army installations. Andrea Kuhn and Jerry Zekert were part of a team that received the “2009 Outstanding Federal Planning Program” award.
- Serves as the defense sector lead for the DoD Critical Infrastructure Program (DCIP). Determines and maintains defense critical infrastructure asset data, and makes this information available in a website environment.
- Supports the MILCON process through execution of the Programming, Administration, and Execution (PAX) system. The Army Staff uses PAX to provide information on the planning, programming, budgeting and reporting of MILCON to Army, the Office of the Secretary of Defense (OSD) and Congress. PAX includes the 1391 processor for initiating military construction projects.
- Manages the USACE Installation Support Profession of the Year program. This year’s winner was Mr. Jonathan Winkler at the U.S. Army Engineering & Support Center, Huntsville.
- Serves as proponent and training coordinator for public works management profession development courses through the USACE Learning Center at the Huntsville Center.
Future Direction/Challenges
- Building additional capabilities within the Installation support Community of Practice team to accept the expanding role of installation support within USACE.
- Leading the technical way to provide energy savings in MILCON construction and sustainment, restoration and modernization projects.
- Justifying centrally funding programs in support of IMCOM Headquarters and ACSIM. Obtain funds from IMCOM Headquarters in a timely manner to finance USACE field activities.
- Managing very limited funds against large appetite of services and products.
- Ensuring the use of funds in accord with IMCOM Headquarters’ programming and Army enterprise wide priorities.
- Coordinating/reviewing programs as IMCOM consolidates in San Antonio.
- Continuing to build relationships with OSD, the assistant secretaries of the Army, ACSIM and IMCOM.
