  • A Historical Perspective on Development of Systems Engineering Discipline: A Review and Analysis

    Abstract: Since its inception, Systems Engineering (SE) has developed as a distinctive discipline, and there has been significant progress in this field in the past two decades. Compared to other engineering disciplines, SE is not affirmed by a set of underlying fundamental propositions, instead it has emerged as a set of best practices to deal with intricacies stemming from the stochastic nature of engineering complex systems and addressing their problems. Since the existing methodologies and paradigms (dominant patterns of thought and concepts) of SE are very diverse and somewhat fragmented. This appears to create some confusion regarding the design, deployment, operation, and application of SE. The purpose of this paper is (1) to delineate the development of SE from 1926-2017 based on insights derived from a histogram analysis, (2) to discuss the different paradigms and school of thoughts related to SE, (3) to derive a set of fundamental attributes of SE using advanced coding techniques and analysis, and (4) to present a newly developed instrument that could assess the performance of systems engineers. More than Two hundred and fifty different sources have been reviewed in this research in order to demonstrate the development trajectory of the SE discipline based on the frequency of publications.
  • Developmental position to offer growth, new skills for USACE employee

    Many U.S. Army Corps of Engineers employees are eager to learn new skills and grow in their position. Fortunately, the Memphis District oftentimes offers opportunities for its employees to do just that through what's called developmental assignments and/or positions. A developmental position is a temporary job that differs from their permanent position and is designed to train and develop employees in preparation for further career advancement. These temporary positions normally last about 120 days, but can be shorter or longer depending on the position. Additionally, the job location can either be at the employee’s home station or in a completely different state. While the differences vary from position to position, one thing remains the same, the benefits of working a developmental assignment are endless. Recently, Memphis District Procurement Analyst TiJuana' TJ' Harris was provided the chance to apply for a 120-day developmental assignment at the division level, where she said she would learn even more about the "whys" of USACE contracting.
  • Corps hosts virtual public outreach for new North Slope Regional General Permit

    Representatives for the U.S. Army Corps of Engineers – Alaska District will host a virtual public meeting Wednesday, March 24, at 2 p.m. for anyone interested in learning about the newly issued North Slope of Alaska Regional General Permit, also known as RGP-05. The public will have an opportunity to ask questions and submit comments via the chat feature.

    The Memphis District U.S. Army Corps of Engineers is known for executing many different tasks, projects and missions all at the same time. Even when COVID-19 presented itself, this district didn’t stop doing everything it’s normally charged to do. Like many other organizations around the world, the Coronavirus altered how some projects were carried out within the district; this included how the Leadership Development Program (LDP) continued on as well.
