Lloyd during a traditional military Change of Command ceremony Friday, July 29, at 11 a.m. at the Soldiers & Sailors Memorial Hall & Museum located at 4141 Fifth Avenue, Pittsburgh, PA 15213. Major General Donald E. (Ed) Jackson Jr., U.S. Army Corps of Engineers, Deputy Commanding General for Civil and Emergency Operations, will preside over the ceremony.
