Position Title: Equipment Specialist Series/Grade: GS‐1670‐11/12

Full Performance Level: GS‐12

Duty Location: Memphis TN, Operations Division.

Salary Range: $64,009 ‐ $99,741

Work Schedule: Full‐Time

Appointment Type: Permanent

Travel Requirement: Temporary Duty Travel is about 25% of the time

Responsibilities/Duties: Serves as District Load Handling Equipment (LHE) Program manager, responsible for management, control, and administration of the LHE program and LHE safety activities for the district. Applies an extensive knowledge of LHE related concepts, principles, methods, practices, and related regulations and standards. Utilizes a broad background and experience in various LHE inspection, maintenance, and application, and a full and in‐depth understanding of the Corps of Engineers safety policies, procedures and requirements pertaining to LHE, and a high level of management competence. Required to integrate and fully coordinate district LHE activities with various elements in the District, Division, HQ USACE, and other agencies to include OSHA. As a recognized authority on all LHE matters for the district, is delegated the responsibility and authority to organize, plan, coordinate, control and manage the district LHE program.

 

Serves as the District's primary point of contact for all LHE‐related issues. Performs periodic spot checks on all LHE locations to assure conformance to LHE safety procedures. Maintains documentation for load testing, start‐up/monthly/annual inspections, and test procedures for repairs and alterations. Oversees the accurate inventory and inspection of rigging equipment. Coordinates with district and division to assure the transparency and proper tracking of all load handling equipment, manufacturer approval for LHE equipment, waivers and variances, tests and inspections, certifications and designations, physical exams for operators and Naval Architecture Analysis (NAA) for floating LHE. Act as Government Designated Authority (GDA) for contractor inspection process. Coordinates and verifies inspections on LHE equipment from other districts. Directly or through district field sites manages district LHE equipment which is maintained to a mission ready status for immediate deployment/operation. Ensures critical maintenance is accomplished and uses the Facilities Equipment Management System (FEMS) to manage and assure compliance.

 

Serves as Operations Division safety representative, and, as assigned, performs general safety program management duties including program development, tracking, and oversight.

 

Performs other duties as assigned.

 

Qualifications Requirements: GS‐11 Qualifications Requirements: Specialized Experience: One year of specialized experience which includes reviewing procedures, operator qualifications, lift plans, and inspection of LHE equipment to assure compliance with safety standards and requirements. Using industry standards, regulations, division guidance and local expertise to assist with preparing and updating regulations and other policy guidance to assure compliance. Obtaining and training curricula and materials.

 

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS‐09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

For this job at the GS‐12, you must meet the qualification requirement using experience alone‐‐ no substitution of education for experience is permitted.
