Engineer School Commandant’s promotion makes American History
Transatlantic Division Command Sergeant Major Randolph Delapena assists Brig. Gen. Mark Quander in uncasing and unfurling his new one-star flag, which is representative of an Army brigadier general. All general officers are issued a flag embroidered in the center with their rank. The flag, when displayed, signifies a general's presence. Delapena’s participation in the ceremony also represented the enlisted rank and signified the senior enlisted advisor as the keeper of the colors for military officers.
