The U.S. Army announced today additional Civil Works studies, projects and programs that the Corps will implement in Fiscal Year (FY) 2022 and FY 2023 with the $22.81 billion in supplemental funding provided in two recently enacted laws — the Infrastructure Investment and Jobs Act and the 2022 Disaster Relief Supplemental Appropriations Act.
"The transformative investments of the Bipartisan Infrastructure Deal and the 2022 Disaster Relief Supplemental Appropriations Act, along with the FY 2023 Budget submitted to Congress earlier this week, continue to focus on investments that yield high economic and environmental returns, build resilience to climate change, promote environmental justice and increase opportunities to work with disadvantaged communities," said Michael L. Connor, Assistant Secretary of the Army for Civil Works.
Bipartisan Infrastructure Deal: Infrastructure Investment and Jobs Act, Public Law 117-58
As announced last year, the historic Bipartisan Infrastructure Law, Public Law 117-58, provided the Army Civil Works program $17.099 billion for studies and projects, to maintain existing infrastructure, and to repair damage and dredge channels in response to floods and coastal storms. These investments are currently assisting local communities to improve their resilience in the face of global climate change, and addressing commercial improvements at coastal ports and on the inland waterways. With this funding, the Army is also engaging with environmental justice communities in the development of a strategy targeting economically disadvantaged communities’ needs.
Today, the Biden-Harris Administration is announcing that it will invest more than $2.7 billion in funding to 300 Army Corps projects throughout the country focused on strengthening ports and waterways.
In addition to the funding previously announced, the Army plans to fund construction of an additional 27 projects and provide further funding for five previously announced projects in FY 2022, and four shore protection projects in FY 2023. The Army also plans to fund to completion an additional five studies and one design phase and provide further funding to complete one previously announced design phase in FY 2022, as well as pilot programs on the formulation of projects in rural communities and economically disadvantaged communities in FY 2023. In FY 2023, the Army also plans to fund 74 additional projects and provide further funding for 126 previously announced projects in the Operation and Maintenance account.
Disaster Relief Supplemental Appropriations Act, 2022, which is Division B of Extending Government Funding and Delivering Emergency Assistance Act, 2022, Public Law 117-43
As announced last year, Public Law 117-43 provided $5.711 billion for the Army Civil Works program. In addition to the funding previously announced, the Army plans to fund an additional three projects and provide additional funding to another five previously announced projects in the Operation and Maintenance account. These include assessments, repairs, replacements and replenishments needed after storm activity and events.
