Director of Civil Works

Steven L. Stockton currently serves as the Director of Civil Works, Headquarters, U.S. Army Corps of Engineers, Washington, D.C. In this position he shares the responsibilities of the Deputy Commanding General, Civil and Emergency Operations, under the policy guidance of the Chief of Engineers and the Assistant Secretary of the Army (Civil Works), for managing and directing the policy development, programming, planning, design, construction, emergency response, operation and maintenance activities of the Army Civil Works Program, a $5 billion annual program of water and related land resources of the United States.

From August 1998 to May 2005 he served in a number of positions in the South Pacific Division U.S. Army Corps of Engineers in San Francisco, CA. He served as the Director Engineering and Technical Services, Director Programs Management, Director Civil Works and Management and Director Regional Business. In these positions, he was responsible for the executive direction and oversight of civil works and military programs and business management operations within South Pacific Division. Principal areas of responsibility include planning and management of flood damage reduction, navigation, ecosystem restoration, regulatory and emergency response programs in the southwestern United States. From May to November 2004 he was temporarily assigned to the Gulf Region Division, Baghdad, Iraq, as the Director of Business Management.

From January 1996 through July 1998, he served as Chief, Engineering Division, Civil Works Directorate, Headquarters, U.S. Army Corps of Engineers, Washington, DC. In this position, Mr. Stockton was responsible for oversight and management of the engineering functions supporting the Civil Works program. He also served as the agency’s dam safety officer.

From 1988 until 1996, Mr. Stockton served as Chief, Planning and Engineering Division, Portland District, U.S. Army Corps of Engineers, Portland, Oregon. He was responsible for oversight and management of the Planning and Engineering functions supporting the District’s Civil Works program that included navigation locks, dams, powerhouses, navigation channels, harbors, fish facilities and environmental restoration projects. Projects managed include Columbia River Juvenile Fish Mitigation Projects, Bonneville New Navigation Lock, Columbia River Navigation Improvements studies, Coos Bay Channel Deepening, Mount Pinatubo Recovery Action Plan, and the Bonneville First Powerhouse Major Rehabilitation.

From 1975 until 1988, Mr. Stockton worked in the Geotechnical Branch, Portland District, as a geotechnical engineer, soils section chief and branch chief. He was principally involved with the design of many Mount St. Helens Restoration projects and the geotechnical designs of Applegate Lake, Bonneville Second Powerhouse and Bonneville New Navigation Lock.

Prior to coming to work for the Corps of Engineers, Mr. Stockton served as a Naval Officer aboard the USS Saginaw (LST-1188) on multiple Mediterranean and Caribbean deployments. He retired from the Navy Reserve in 1992 after serving over 22 years, primarily in Naval Control of Shipping units.

Mr. Stockton received his Bachelor of Science degree in Civil Engineering from Oregon State University in 1971. In 1991, he was a Senior Executive Fellow, John F. Kennedy School of Government, Harvard University. Mr. Stockton is a Registered Professional Engineer in the State of Oregon and a member of the Senior Executive Service. He is a member of the Society of American Military Engineers, American Society of Civil Engineers, Army Engineer Association and Senior Executive Association. He is a recipient of the North Pacific Division and the Portland District Engineer of the Year awards, three Commanders Awards for Civilian Service, two Superior Civilian Service Awards, two Meritorious Civilian Service Awards, the Meritorious Presidential Rank Award, the Secretary of the Army’s Exceptional Civilian Service Award.
