Listing of USACE Contracts Awarded for Alternate Care Sites
This listing of USACE contracts awarded to support Alternate Care Facilities will be updated daily. This report is valid as of April 1, 2020. An Alternate Care Site (ACS) is a facility that’s temporarily converted for healthcare use during a public health emergency to reduce the burden on hospitals and established medical facilities. The US Army Corps of Engineers (USACE) and the US Department of Health and Human Services (HHS) are working to support the Federal Emergency Management Agency (FEMA) during this national emergency.

Army Corps, Partners Establish Alternate Care Facility at Javits Center; First Patients Arrive
The U.S. Army Corps of Engineers, New York District, under the Federal Emergency Management Agency’s mission assignment in conjunction with many state, federal and local partners, has made significant progress converting the Jacob Javits Convention Center in New York City to an alternate care facility to meet the demand for hospital beds created by the Coronavirus pandemic (COVID-19).

Huntsville Center EOC streamlines COVID-19 response efforts
Huntsville Center is supporting the Corps efforts in working with FEMA, the White House, DOD, and other federal, state and local partners by developing plans and specifications for the rapid conversion of hotels, barracks and arena-type facilities into ICU-capable hospitals for treating COVID-19 patients.

Huntsville Center supports alternate care facility assessments
As the Corps of Engineers Mandatory Center of Expertise for Medical Facility Design, Huntsville Center engineers were quickly brought in by Lt. Gen. Todd Semonite, 54th Chief of Engineers and Commanding General of USACE.

The Jan. 7 Los Angeles County wildfires debris removal operation was one of our largest, most challenging missions. More than 1,400 USACE personnel deployed from across the nation and from our district to support debris removal operations. /6

But we did not do this alone. The success of this important mission was the result of strong partnerships with FEMA, Cal OES, LA County, local governments and impacted communities. /5

To date, USACE has removed more than 2.6 million tons of debris — the equivalent of more than 218,000 truckloads. /4

We are proud of our efforts, alongside our partners, to rapidly come to the aid of our fellow citizens in their time of need. In just six months, more than 9,500 properties were cleared — making this the fastest, large-scale wildfire debris removal in USACE history. /3

After the devastating Los Angeles wildfires in January 2025, the U.S. Army Corps of Engineers was laser-focused on removing immediate hazards to public health and safety, and supporting economic recovery by removing structural ash, debris and foundations. /2

Fort Worth District evaluates sites for use as alternate care facilities
Fort Worth District, U.S. Army Corps of Engineers has assembled field assessment teams tasked with evaluating existing sites for the possible conversion into alternate-care-facilities in Texas. The Corps’ teams, at the request of FEMA and the State of Texas, are evaluating facilities across the state. They are working closely with FEMA, state and local partners to best facilitate a quick response should the need arise to have additional alternate-care-facilities constructed.

Detroit District to begin construction on alternate care facility
DETROIT – The U.S. Army Corps of Engineers, (USACE,) Detroit District, announces it has received a verbal mission assignment from the Federal Emergency Management Agency (FEMA) to construct a large alternate care facility in downtown Detroit. USACE continues to make significant progress across the nation in its efforts to support the FEMA-led response to the Coronavirus (COVID-19) Pandemic. The first conversion in Michigan will take place at the TCF Center in Detroit, Michigan. USACE is well underway in its coordination and planning efforts to adapt more than 250,000 square feet of the convention facility into medical care space.
