  • New Lock at the Soo Mega Project Raises the Bar for Success

    Members of the New Lock at the Soo Integrated Project Office (IPO) team along with engineers from the Inland Navigation Design Center (INDC) acknowledged a significant milestone within this Detroit District’s high visibility mega project; they’ve completed the review and approval of over 2,600 technical submittals. The average, run-of-the-mill construction project typically sees a couple hundred submittals. Maintaining momentum requires the contractor to provide technical assurances that the execution strategies they intend to employ will meet or exceed contractual requirements and specifications. These assurances, provided in the form of a written submittal (transmittal) offer detailed written and pictorial descriptions and renderings of how the contractor intends to perform various tasks. Articulating these strategies and gaining Corps of Engineers concurrence permits the contractor to proceed without incurring delays, achieve milestones, and invoice the government in a timely manner. This New Lock at the Soo celebrated milestone pales in comparison to the fact that the IPO, INDC, and their contractor may publish and review yet another 3,000 submittals before the first freighter makes its way through the new lock.
  • Remaining Phase 3 options awarded for New Lock at the Soo

    U.S. Army Corps of Engineers, Detroit District’s New Lock at the Soo project in Sault Ste. Marie, Michigan, awards a total of $95.3 million for remaining Phase 3 options to Kokosing Alberici Traylor, LLC (KAT) of Westerville, Ohio. The remaining Phase 3 options include Option 4: Downstream Work ($44.9 million), Option 5: Hands Free Mooring ($24.2 million), and Option 6: Downstream Ship Arrestors ($26.2 million). Negotiated pricing on the remaining Phase 3 options was set to expire in September 2025.
  • Detroit District receives $558.9 million investment from FY25 Work Plan

    The U.S. Army Corps of Engineers, Detroit District, is receiving a total allocation in the Operations & Maintenance account of $291.2 million in the Work Plan, released May 15, 2025, for connecting channels and harbor projects, $264.1 million for the New Lock at the Soo construction project and $3.6 million to conduct investigation studies. The released work plan provides the entire appropriation for the Corps of Engineers under the yearlong continuing resolution that was passed. “This is an exciting opportunity for the Detroit District team to provide solutions to our regional infrastructure,” said Detroit District Commander Lt. Col. Wallace Bandeff. “Repairing, maintaining and improving our federal harbors and infrastructure is essential to bring resiliency to our communities, our economy and the environment. I know the Detroit District team and our partners are ready to deliver these historic investments!"
  • Soo Locks to host Engineers Day 2025

    The U.S. Army Corps of Engineers in conjunction with the City of Sault Ste. Marie, the Sault Ste. Marie Convention & Visitors Bureau, the United States Coast Guard, the Lake Superior State University Center for Freshwater Research and Education, Hospice of the Eastern Upper Peninsula, and Superior Health Systems are hosting open house events for the 2025 Soo Locks Engineers Day on June 27. Visitors are welcome into the Soo Locks facility and across the MacArthur Lock from 9 a.m. to 3:30 p.m., Friday, June 27. Engineers Day honors the U.S. Army Corps of Engineers’ June 16, 1775, birthday. The Corps of Engineers is proud to celebrate 250 years of service to the nation.   • New Lock at the Soo to host public meeting for 2024-2025 blasting activities

    U.S. Army Corps of Engineers, Detroit District and New Lock at the Soo contractor Kokosing Alberici Traylor, LLC (KAT) will host an in-person and virtual public meeting at 6 p.m., November 21, 2024, to inform the public of test blasting activities needed for project construction. The Corps of Engineers contracted KAT to complete Phase 3 construction of the New Lock at the Soo project. This work includes the excavation of bedrock scheduled for this year and 2025. “The project team will perform test blasts to fracture the existing bedrock to be excavated and removed,” Rachel Miller, New Lock at the Soo Contracting Officer’s Representative said. “All blasting will be completed within the Corps of Engineers Soo Locks facility in the existing decommissioned Sabin Lock area.”
  • New Lock at the Soo Phase 2 complete

    U.S. Army Corps of Engineers, Detroit District’s New Lock at the Soo project in Sault Ste. Marie, Michigan, substantially completed Phase 2 (Upstream Approach Walls) contract on September 17. “Phase 2 work focused on rehabilitating the upstream approach walls to guide vessels into the New Lock and will allow the vessels to moor on the wall,” New Lock at the Soo Project Engineer Ryan Berkompas said. “The old approach walls in the northern channel were the same age as the Sabin and Davis Locks, over 100 years old.” The Corps of Engineers awarded the $117 million contract in September 2020 to Kokosing-Alberici, of Westerville, Ohio.
  • Chamber Lock Operational Option 3 awarded for New Lock at the Soo

    U.S. Army Corps of Engineers, Detroit District’s New Lock at the Soo project in Sault Ste. Marie, Michigan, awards $222.7 million contract Option 3 (Chamber Lock Operational) to Kokosing Alberici Traylor, LLC (KAT) of Westerville, Ohio. The Option 3 award will allow for construction to proceed as required to have a fully functional lock. “Option 3 includes construction of the lock floor, installation of the mechanical and electrical systems, completion of the filling and emptying system, placing soil in between the New Lock and old Davis Lock, and commissioning of the lock chamber,” said Inland Navigation Design Center, New Lock at the Soo Technical Lead Darin White.  With the on-time award of Option 3, the project continues to be on track for completion in 2030.
  • Soo Locks Hydro Plant Tailrace Closing to Vessel Traffic

    Ongoing New Lock at the Soo construction activities are occurring in the St. Marys Falls Canal hydroelectric power plant tailrace. Beginning April 1, 2024, this area will close to all vessel traffic except at the specific direction of the Chief Lockmaster. Scheduled New Lock at the Soo construction activities are anticipated to allow exceptions to this closure beginning most Saturdays at 6 p.m. through the following Monday at 6 a.m., and infrequently on other days.
  • Chamber Wall Monoliths Option 1B Awarded for New Lock at the Soo

    U.S. Army Corps of Engineers, Detroit District’s New Lock at the Soo project in Sault Ste. Marie, Michigan, awards $213.8 million contract Option 1B (Chamber Wall Monoliths) to Kokosing Alberici Traylor, LLC (KAT) of Westerville, Ohio. Contract Option 1B includes construction of the lock wall monoliths, very large concrete wall portions that make up the sides of the chamber along the north and south side of the lock chamber. The chamber monoliths span between the Upstream wide wall monoliths and Downstream wide wall monoliths.

    SAULT STE. MARIE, Mich. – U.S. Army Corps of Engineers, Detroit District and New Lock at the Soo contractor Kokosing Alberici Traylor, LLC (KAT) will host an in-person and virtual public meeting 6 p.m., July 10, 2023, to inform the public of blasting activities needed for project construction. The Corps of Engineers contracted KAT to complete Phase 3 construction of the New Lock at the Soo. This work includes excavation and installation of a shaft and tunnel scheduled for this year. “The project team will blast as the means to fracture the existing bedrock to be excavated and removed,” Rachel Miller, New Lock Contracting Officer’s Representative said. “All blasting will be completed within the Corps of Engineers Soo Locks facility on the island north of the existing decommissioned Sabin Lock.”
