Ms. Lisa Griffin assumed duties as the Director of Human Resources, United States Army Corps of Engineers on April 6, 2025, after most recently serving in the Administration for Children and Families (ACF), an operating division of the U.S. Department of Health and Human Services (HHS). As the USACE HR Director, Lisa provides leadership, staff direction, and administration to meet human resources requirements of approximately 40,000 civilian employees and 700 military personnel across USACE divisions, districts, and field operating activities in 900 locations worldwide.
Lisa was appointed in the Senior Executive Service in June 2023 and served as the Associate Deputy Assistant Secretary for Administration at ACF responsible for all aspects of agency operations to include facilities, resource management, travel, organizational development, performance management, United States Public Health Service and commissioned corps liaison, labor and employee relations, and enterprise risk management. Prior to joining ACF in 2021, Lisa served in the Office of Human Resources at HHS as the Director of Strategic Initiatives where she led a coordinated and integrated effort to ensure workplace safety for ~85,000 HHS employees during the COVID-19 pandemic. In this role, Lisa also coordinated the mobilization of ~3,500 federal civilian volunteers from across government to assist the Office of Refugee Resettlement at ten Emergency Intake Shelters in TX, CA, MI, and PA providing support to an unprecedented surge of thousands of unaccompanied children to the SW border of the United States in Spring 2021. Lisa also supported the reception of Afghan refugees at Dulles Airport in support of Operation Allies Welcome.
Lisa is a retired U.S. Army officer who proudly served 27 years in uniform as an Engineer Officer and Human Resources Strategist. Lisa’s last assignment on active duty was the Director of General and Flag Officer Matters on the Joint Staff where she managed global assignments, presidential nominations, and senate confirmations for approximately 400 senior uniformed executives in the Department of Defense. Previous Washington, DC based assignments included Chief, Officer Selection Board Policy; Development Officer, Senior Leader Development Office; Operations Officer, Officer Personnel Management System Task Force; and Chief, Civilian Education, Human Resources Command.
Key overseas assignments include service as the Commander U.S. Army Garrison Mannheim, Germany; Deputy Joint Human Resources Officer, Multi-National Security Transition Command – Iraq; and various positions of increasing responsibility in the 16th Engineer Battalion, 1st Armored Division in Giessen, Germany; Bosnia-Herzegovina, and Kosovo. Earlier assignments at Fort Hood, Texas included Assistant Operations Officer; Vertical Construction Platoon Leader; Detachment Commander, Joint Task Force-160 in Guantanamo Bay, Cuba; Executive Officer, 74th Assault Float Bridge Company; and 62nd Engineer Battalion Adjutant.
Lisa is a graduate of the Industrial College of the Armed Forces (Eisenhower School) and holds a Bachelor of Arts degree from American University and a master’s degree in policy management from Georgetown University. Lisa is a certified Senior Professional in Human Resources (SPHR), has earned designation as a Human Capital Strategist (HCS), and is a certified Project Management Professional (PMP).
Lisa’s commendations include the Defense Meritorious Service Medal, Legion of Merit, Bronze Star Medal, and various other service and campaign medals to include the Humanitarian Service Medal and a Military Outstanding Volunteer Service Medal.
Lisa is married to Charles Griffin and they have two adult children, Cavan and Mikaely, age 21.
