Water Resources Development Act

What is the Water Resources Development Act?

The Water Resources Development Act is a comprehensive legislative package that provides for the conservation and development of water and related resources. It authorizes the Secretary of the Army, through the Assistant Secretary of the Army for Civil Works, to conduct studies, construct projects and research activities that can lead to the improvement of rivers and harbors of the United States.

WRDA is strictly authorizing legislation; it does not include funding. The funding of WRDA-authorized studies and projects is provided separately through the annual Energy and Water Development appropriations process and, at times, through supplemental appropriations.

Public Comment

The OASA(CW) and the U.S. Army Corps of Engineers conducted a public comment period to provide an opportunity for the public to give input and recommendations on the implementation of any provision contained in the WRDA of 2024. The public comment period was held from February 27th to April 30th, 2025. During that time, the OASA(CW) and the Corps hosted a series of virtual public listening sessions where participants can provide input and recommendations on the implementation of any WRDA 2024 provision. The sessions were held March 12th and 26th and April 2nd and 9th. Public input was received and documented through Docket ID No. COE-2024-0004.

When available, signed implementation guidance will be posted on the Corps public website at: https://www.usace.army.mil/Missions/Civil-Works/Water-Resources-Development-Act/.  For questions on WRDA implementation, please contact Mr. Jeremy LaDart at WRDA2024@usace.army.mil
