A Direct-Hire Authority (DHA) is a special hiring authority granted by the Office of Personnel Management (OPM) to Federal agencies. It is used to address critical hiring needs or a severe shortage of candidates for specific positions.
With DHA, agencies can bypass standard hiring procedures and appoint qualified candidates directly into competitive service career, career-conditional, term, or temporary positions. This flexibility allows agencies to quickly fill roles that traditional hiring methods cannot meet due to urgency or skill scarcity.
