The Water Infrastructure Improvements for the Nation Act of 2016 is comprehensive legislation that was signed into Law under the Water Resources Infrastructure Improvements for Nation (WIIN) Act by President Obama on December 16, 2016. The Act addresses America’s water infrastructure needs which are critical for the Nation’s economic competitiveness and domestic security. The WRDA provisions are included in four Titles: Title I - Water Resources Development; Title II – Water and Waste Act of 2016; Title III – Natural Resources and Title IV – Other Matters. The U.S. Army Corps of Engineers (USACE) provisions are covered under Title I with a few provisions under Titles II, III, and IV.
The USACE will develop
“implementation guidance” for the provisions in coordination with the Assistant Secretary of the Army (Civil Works). The implementation guidance will be available and can be found in the Implementation Guidance section below.
The Water Resources Development Act is strictly an authorizing legislation. The funding to implement authorized studies, projects and activities is provided separately under the annual appropriations budgetary process.
