Civilian of the Year

John A. Keever, chief of the Construction Division for the Los Angeles District, was recognized as the U.S. Army Corps of Engineers Lt. Gen. John W. Morris Civilian of the Year by the Chief of Engineers, U.S Army Corps of Engineers.

The annual award was established by Morris, former Chief of Engineers, to recognize the Corps' top employee.

In his role as Chief of Construction Division for Los Angeles District, Mr. Keever is responsible to the District Engineer for providing civil works, military construction, environmental and Internal and Interagency Service (II&S) support to over 226,000 square miles in Southern California, Nevada, Arizona, and parts of Utah. He supervises a staff of more than 200 employees and has a Fiscall Year 2014/2015 construction placement of $600M including Military, Civil Works, and International & Interagency Support programs.

Keever’s commitment to Building Strong is unwavering. His dedication to care of our service members, their families, and the civilian population is evidence by the enormous effort he has personally contributed to the construction of the new Weed Army Community Hospital, which is a LEED Platinum facility, and a state of the art Water Treatment Plant at Fort Irwin, California. Additionally, his guidance and management has contributed to the new work with the National Reconnaissance Office at Vandenberg AirForce Base, CA and Cape Canaveral, FL, and recent turnover of the Luke AFB F-35, Joint Strike Fighter Academic Training Center. This center will be used to train US and Coalition pilots in their war time mission and will save the US taxpayers millions of dollars in operational and maintenance costs by replacing one third of the flying time with realistic simulator training.

He is also an active member of the American Society of Civil Engineers (ASCE), the Construction Management Association of America (CMAA), and the Army Engineer Association (AEA). As a member of these organizations, he has developed strong ties to Industry which has direct benefit to the Corps mission. As a recognized industry leader in the district, Mr. Keever served as the guest speaker and participated in numerous Society of American Military Engineers (SAME) functions including the SAME September 2010 Sustaining Members Forum (Sacramento Post), the SAME June 2012 Conference (San Diego Post), the SAME Federal Business Opportunities Forum 2014 (Los Angeles Post) and January 2015 California Marine Affairs and Navigation Conference.
