Mr. Ryan A. Fisher

Ryan Fisher assumed the duties of the Acting Director of Civil Works at the U.S. Army Corps of Engineer, Headquarters located in Washington, D.C. on July 7, 2025. He is responsible for the development, defense and execution of the U.S. Army Corps of Engineers' Civil Works Program across the United States and its territories and across all national accounts (Investigations, Construction, Operations and Maintenance, Mississippi River and Tributaries, etc.) and business lines (Navigation, Flood Risk Management, Ecosystem Restoration, Hydropower, Recreation, Regulatory, Emergency Response, etc.), working closely with senior Administration officials, Congressional leaders, subcommittee staff and local project partners.

Fisher has worked Corps issues for most of his career. Shortly after graduating from Miami University with a B.A. in political science, he served as the Legislative Director for Congressman Mike Pence where he oversaw the development of Water Resource Development Act requests and Energy & Water Appropriations priorities for the Sixth Congressional District of Indiana.  His other duties included speechwriting, correspondence, constituent outreach, and legislative research.

Following his tenure with Rep. Pence, Fisher began his career with the Corps as the Outreach Coordinator for the Pittsburgh District where he was responsible for establishing and maintaining partnerships with stakeholders and cost-share partners. Fisher later served as the Chief of the Plan Formulation and Economics Section, and ultimately as the full Planning and Environmental Branch Chief.

In 2017, Fisher was appointed by the Administration to serve as the Principal Deputy Assistant Secretary of the Army for Civil Works. In that position, he assisted with the establishment of policy direction and provided supervision of the Department of the Army functions relating to all aspects of the Civil Works program of the United States Army Corps of Engineers.

Prior to his current role, Fisher served as the Deputy Chief for the Great Lakes and Ohio River Regional Integration Team. In that position, Fisher had the responsibility for overseeing vertical alignment of Major Subordinate Command (MSC) planning documents and program development for the Civil Works program.
