Major General Mark C. Quander serves as the Deputy Commanding General for Military and International Operations, Headquarters, U.S. Army Corps of Engineers in Washington D.C. In this position, he is responsible for policy, programming, and technical support in the execution of an annual $25 billion portfolio of engineering, design, construction, and environmental programs for the U.S. Army, Department of Defense, other federal agencies, and Allies integral to the military readiness and defense of the Nation and its Allies.

Major General Quander was commissioned as an engineer officer in 1995 after graduating from the United States Military Academy. Throughout his career, he has served in command and staff positions across the United States, the Republic of Korea, the Middle East, and Central Asia. His operational experience includes tours with various tactical units such as the 307th Engineer Battalion, 82nd Airborne Division; the 2nd Engineer Battalion, 2nd Infantry Division (Republic of Korea); the 326th Engineer Battalion, 101st Airborne Division (Air Assault); the 20th Engineer Brigade; and the 36th Engineer Brigade.

Maj. Gen. Quander has held several broadening assignments throughout his career, including serving as an Observer Controller at the Joint Readiness Training Center, Chief of the 10th Mountain Division Commanding General's Initiatives Group, and Corps Engineer for III Corps.

At the operational level, he was the Chief of Plans for the Multi-National Corps-Iraq C7 (Engineer) and the Chief of Plans and Operations for Joint Task Force Haiti-J7 (Engineer). MG Quander has also served twice in the Pentagon: as a Joint Chiefs of Staff Intern (now known as the Bradley Fellow)/Political-Military Planner in the Directorate for Strategic Plans and Policy (J5), Iraq Division. He has also served as the Director of the Office of the Chief of Engineers within the Headquarters Department of the Army.

In more senior roles, Maj. Gen. Quander has held positions such as Division Commander of the Transatlantic Division, U.S. Army Corps of Engineers; 97th Commandant of the Engineer School at the Maneuver Support Center of Excellence; and 79th Commandant of the United States Corps of Cadets at the United States Military Academy and Commander of the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers.

Maj. Gen. Quander holds a Bachelor of Science degree in Civil Engineering from the United States Military Academy and has earned Master’s Degrees in Engineering Management from the University of Missouri for Science and Technology, in Public Policy from Georgetown University, and in Strategic Studies from the United States Army War College.
