Mr. Hirata was appointed as tDirector of the Built Infrastructure Division (BID) on 14 July 2025. He is responsible for delivering the Corps’ $25B/ year major construction and infrastructure sustainment, restoration, and modernization (SRM) programs in support of the Army, Air Force, the Department of Defense (DoD), other federal agencies, and foreign allies.

Prior to this assignment, Mr. Hirata served as the Chief, Military Programs Integration Division focusing on major military construction (MILCON) in support of Department of Defense from 2017 - 2025.  He also served 7 years as the Chief of Installation Support Division within the Military Programs Directorate leveraging his previous experience as a Director of Public Works and Director of Community Activities operating and maintaining thenewly constructed facilities delivered by the Corps.

He has served in the Office of the Deputy Chief of Staff G-9 (Installations) in the Headquarters, Department of the Army as the Director of the Army’s Environmental Programs and as the acting Chief of Construction.  Both assignments provided experience with planning, programming, budgeting and executing diverse multiyear programs.

Mr. Hirata has Headquarters, Department of Defense experience as the Military Deputy to the Deputy Under Secretary of Defense (Installations and Environment).  This assignment provided a broad view of the overall DoD’s major construction and installation programs.

In July 2012, Mr. Hirata completed a six month deployment as the Director, Joint Programs Integration Office, Headquarters, U.S. Forces – Afghanistan in Kabul.  He was responsible for real estate, environmental, operational energy activities and maintaining oversight of a multi-billion dollar infrastructure programs that included the Afghanistan Infrastructure Fund and Military Construction. 

Mr. Hirata is a graduate of the United States Military Academy where he earned a Bachelor of Science degree.  He received his Master of Science in Civil Engineering from the University of Hawaii at Manoa.  He is a licensed Professional Engineer registered in Virginia and Hawaii.
