Puerto Rico Power Upgrade Project

The Puerto Rico Power System Stabilization Task Force (PR PSSTF) was established in October 2022, in support of the Government of Puerto Rico’s request for assistance stabilizing the power system following the impacts of Hurricane Fiona. The Task Force was formed to focus on strategies that would enable Puerto Rico to maintain enough power and reserve capacity to meet the needs of its customers while permitting required maintenance and repairs to be simultaneously conducted. USACE is a part of this task force and is currently seeking contractor input for potential upcoming contracts.

MATOC Prime Contractors

To meet the initial requirement to provide power generation at two Puerto Rico power plants, we plan on using an existing Government contract.  These will be the only contractors provided the opportunity to propose on this portion of the work as the prime contractor.

Our Multiple Award Task Order Contract (MATOC) includes the following prime contractors:  1. AECOM Technical Services, 2. APTIM Federal Services, 3. Weston Solutions, 4. Conti Federal Services, 5. CAPE-FORGEN JV, 6. CDM-Alberici JV, and 7. ECC Environmental

 

ProjNet System Inquiries

The Puerto Rico Power System Stabilization Mission will now be taking questions about the project via the ProjNet System.  Please post any new inquiries at https://projnet.org using the quick key 5SVXSR-IGI9U6. 

The ProjNet system allows interested vendors to post inquiries about a specific project and have a Subject Matter Expert answer the question and post it to the site for all interested bidders to view. In the bidder inquiry process your identity is not released to other bidders or to those working on answers to your question. In this process, only authorized contracting staff representatives see your identity. The question you post, any attached PDF file, and the answer to your inquiry are visible to all other authorized bidder inquiry users. Since your question and attachment may be visible do not include your name, your company's name, or any company-specific information in your question.
