Structure

The Directorate of Logistics (DOL) is the HQ staff element of the nationalized USACE Logistics Activity (ULA) and is responsible for overarching logistics vision and policy.  The DOL in conjunction with the Director, ULA set the strategy and way forward for the ULA.  The DOL core logistics functional subject matter experts in transportation, facilities management, supply and maintenance will assist the ULA in procedure innovation and modernization.  The DOL and ULA are partners and will support one another in successfully completing the USACE logistics management mission.  The DOL also coordinates with external organizations at and above the MACOM-level such as AMC and DLA, and HQDA on USACE specific logistics requirements.

Transportation Services

Charter Services - Coordinates ground and air charter transportation for district personnel including payment of services

Freight Services - Coordinates the transportation of material and equipment for district support including payment of services

Vehicle Acquisition - Coordinates the acquisition of vehicle(s) for the district including payment of services

Vehicle Dispatch/Invoicing of Vehicle Leasing Fees - Dispatches vehicles for the district. Reconciles the GSA bill for certification with the Revolving Fund (RF)2140 account

Fuel Bill Invoicing - Serves as an Accountable Official (AO) responsible for coordinating the payment of bulk fuel for the district. (Note: This service does not include GSA leased vehicles)

Vehicle Maintenance - Coordinates the repair and maintenance of leased fleet vehicles

Registration of Corps-Owned Vehicles - Coordinates the registration for Corps-owned vehicles, trailers, and equipment requiring license plates in the Federal Motor Vehicle Registration System (FMVRS). (Note: this includes the issue of a fuel card per vehicle)

Vehicle Allocation Methodology (VAM) - Monitors the size and utilization of the district's fleet and makes recommendations to the command for changes concerning vehicle assignments and forecasts future fleet requirements to all organizations within the district

Vehicle Utilization Review Board (VURB) - Provides vehicle utilization data to the district in order to support future vehicle acquisitions

 

 

 

 

 

Operations Division - Emergency Management

District Logistics Annex for All Hazards Plan (AHP) - Coordinates with the district’s emergency manager to develop and maintain the logistics annex supporting the first 24-36 hours of support after a no-notice event for the districts All Hazards Plan (AHP)

Crisis Action Team (CAT) / Crisis Management Team (CMT) - District logistics Manager (DLM) Serves as an active member of the district’s CMT,

District Logistics Management Office (DLMO) provides a representative to the CAT

COOP Annex Plan - Coordinates with the district’s emergency manager to develop and maintain logistics support within the COOP Plan

Deployed Emergency Management:

-Logistics Planning & Response Teams (LPRT):

  • Our foundational logistics emergency response program that ULA FUOPs manages
  • Training requirements for all other programs build on LPRT
  • Provide CONUS augmentation and support services as needed to USACE and FEMA

-Logistics Support Teams (LST):

  • Provide OCONUS augmentation and support services as needed to USACE
  • U.S. Passport, Security Clearance, and Medical Clearance required

-Logistics Power Support Specialists (LPSS):

  • Deploy to primarily support USACE Power mission(s)

-Logistics Contingency Response SME (LCRSME):

  • Most “advanced” level of the ULA Civilian Volunteer Deployment Team(s) / Member(s)
  • Capable of fulfilling liaison and management duties
  • Ensure requirements are met across regional boundaries
Sustainment Division

Personal Property Accountability - Approves requisitions, issues newly acquired property, conducts property Transfers, Additions, Deletions, and Updates information to properly monitor and track all USACE Purchased Personal Property

Develops and coordinates the District Inventory Schedule - Works with District HRH’s to develop a schedule to meet the inventory regulatory requirements to ensure compliance

Hand Receipt Inventory and Reconciliation Support Service - Coordinates and assists district Hand Receipt Holders (HRH) with completion and reconciliation of inventories

Financial Liability Investigations of Property Loss (FLIPL) - Support district HRHs with the initiating and completion of FLIPLs. (Note: Utilizes the EFLIPL system as the standard system of record

Records Management - Develop and maintains supporting documents for property transactions on USACE owned Personal Property in support of audit requirements. (Note: Utilizes the Army Record Information Management System ARIMS)

Storage - Maintain a storage area for personal property not yet issued, utilized, or awaiting disposal

Hand Receipt Holder Training - Provides training to Hand Receipt Holders (HRH) and or their designated agents on the proper methods for property accountability

Command Supply Discipline Monitor (CSDP) - Validate District property accountability is in compliance with regulatory guidance.

Government Fuel Car Programs - Manages the payment of various fules types as required by the districts through 5 fuel Card programs including AIR (airports), Voyager (USACE Owned), Swipe SEA Card (small boats and vessels), SEA (larger vessels), and the Logistics Card Program (bulk fuel).

Maintenance Program Managements - Equipment certification for use of special equipment, Forward Engineer Support Teams – Advance (FEST-A) equipment consolidation, and Army Test, Measurement, and Diagnostic Equipment (TMDE) program management.

Logistics Automation - Development and maintenance of the program to utilize government cell phone and a mobile application in conjunction with service now to conduct formal inventories. 

Facilities Management Division

Asset Management Real Property - Uses the Facilities Equipment and Maintenance System (FEM) as the standard system of record to capture O&M costs and ensures the execution of scheduled or corrective maintenance activities for facility assets and systems

GSA Coordination - Ensures the district receives services IAW the Occupancy Agreement (OA). Such as janitorial, grounds maintenance, and server room maintenance. Reviews GSA billing for accuracy and certification, reports any discrepancies to GSA for correction

Space Optimization Services - Monitors and tracks the organization’s space utilization and assists with efforts to reduce required space.  Coordinates space allocation with the USACE district real estate office to ensure adequate space required for operations

Facility Inspections - Performs periodic facility inspections to ensure safety and is in compliance with Federal, State, and Local laws,  ensuring that all facets of facility operations are up to code and functioning at optimal performance

Energy Sustainability - For USACE owned assets managed by the ULA district management offices. Monitors and reports energy and water consumption with efforts to conserve and decrease energy costs

Provide Building Access Control - Develops and maintains a USACE facility key control program to ensure the security and protection of USACE personnel and property

Facility Work Order Service - Provides USACE facilities support through customer service calls, for approx. 100 buildings managed by ULA district management office sourcing and escorting contracted services, and executing GPC purchases, coordinate shared space utilization

Contracting Officer Representative (COR) - Serve as COR for facility service contracts to include equipment services, grounds maintenance, and janitorial service
