For the Center’s Value Engineering (VE) Program, that means implementing innovative solutions to continue helping the Center’s programs provide high-quality work in the most efficient and cost-effective manner. Through collaborative workshops to evaluate methods and processes, the program increases value and stretches taxpayer resources by proactively searching for and resolving issues. The Corps of Engineers requires all Huntsville Center programs to conduct a VE study once every five years.

  • Middle East District Sets New Standards in Value Engineering

    The U.S. Army Corps of Engineers Transatlantic Middle East District was recently recognized with a Value Engineering Achievement Award for their value engineering efforts as part of a 1.4 billion dollar program to build new facilities and infrastructure at Al Dhafra Air Base in the United Arab Emirates.

  • District Architect Receives Important Certification

    Transatlantic Middle East District (TAM) architect and value engineering program manager, Amanda Bianchini, recently achieved a major career milestone when she was recognized as a certified value specialist. The professional credential, granted by the Society of American Value Engineers or SAVE International, is the highest level of certification available in value methodology. The process is extensive and includes classes, testing and demonstrating expert knowledge and career experience. The process can take months to years to complete.

  • The value of Value Engineering in USACE projects

    The Office of Federal Procurement Policy Act (41 U.S.C. 1121, 1711), requires each executive agency to establish and maintain cost-effective VE procedures and processes. The Office of Management and Budget (OMB) Circular A-131 requires Federal agencies to apply VE procedures to all new projects and programs with estimated costs of at least $5 million or such lower dollar threshold as determined by the Senior Accountable Official and identified in the agency's VE guidelines. For USACE, any project of $2 million or above must go through the VE process.
