Um So what we 03:40.040 --> 03:43.730 did is we came up with some 03:43.730 --> 03:46.470 concepts that we worked with um with 03:46.480 --> 03:48.591 health and human services and we came 03:48.591 --> 03:50.702 up with some concepts and we're gonna 03:50.702 --> 03:52.369 get into the details of those 03:52.369 --> 03:54.591 conceptual design shortly , but we came 03:54.591 --> 03:56.536 up with those , we got approval by 03:56.536 --> 03:58.647 health and human services and then we 03:58.647 --> 04:00.813 actually put those out to the region , 04:00.813 --> 04:02.980 we put those out to the field and then 04:02.980 --> 04:04.924 the regions , the divisions in the 04:04.924 --> 04:06.980 field , they actually then have been 04:06.980 --> 04:06.650 working with their state and local 04:06.650 --> 04:09.200 communities because this is a fema 04:09.200 --> 04:11.450 mission and we are supporting female um 04:11.460 --> 04:13.571 for this mission . So we're not doing 04:13.571 --> 04:15.682 this out on our own any money that we 04:15.682 --> 04:18.050 have for this , this endeavor is coming 04:18.050 --> 04:21.860 through fema . So um because of 04:21.860 --> 04:24.040 that , the States are the leads and 04:24.040 --> 04:25.929 everything that's going on here , 04:25.929 --> 04:28.151 there's going to be instances where the 04:28.151 --> 04:30.262 Corps of Engineers takes the lead and 04:30.262 --> 04:32.207 we actually then are doing the the 04:32.207 --> 04:34.151 construction or we're awarding the 04:34.151 --> 04:36.207 contracts , but in many , many cases 04:36.207 --> 04:38.429 and probably a majority of the cases as 04:38.429 --> 04:41.290 we continue down this path , the States 04:41.290 --> 04:43.346 and the local municipalities will be 04:43.346 --> 04:45.568 taking the lead um and trying to trying 04:45.568 --> 04:48.460 to figure out um you know , what's best 04:48.470 --> 04:50.320 for their area and using their 04:50.320 --> 04:52.542 contracting capabilities that they have 04:52.542 --> 04:54.800 on hand . Um So right now we're working 04:54.800 --> 04:57.570 very closely and um like I said , we're 04:57.570 --> 04:59.681 trying to provide whatever support we 04:59.681 --> 05:03.140 possibly can . Um So so the bottom line 05:03.140 --> 05:06.550 on that is that we've been tasked , 05:07.140 --> 05:09.720 we're doing everything we can , we came 05:09.720 --> 05:12.380 up with some designs um and then we're 05:12.380 --> 05:14.602 we're working with the States and we're 05:14.602 --> 05:16.824 allowing them to use this if they don't 05:16.824 --> 05:20.030 need um as a support to 05:20.040 --> 05:22.620 fema . And then bottom line , the 05:22.630 --> 05:24.686 States and the local governments are 05:24.686 --> 05:26.908 the ones that make the decisions . So I 05:26.908 --> 05:29.130 just want to make sure that everyone is 05:29.130 --> 05:31.408 aware that that is how that is working . 05:31.408 --> 05:34.070 Um next slide please . So to give you 05:34.070 --> 05:36.181 an overview , right , we have a place 05:36.181 --> 05:38.126 madam . But bottom line , we've 06:06.721 --> 06:08.943 been asked to do two different things . 06:08.943 --> 06:11.166 The first thing we did and the district 06:11.166 --> 06:13.332 commanders along with their staff have 06:13.332 --> 06:15.388 worked brilliantly trying to get out 06:15.388 --> 06:17.332 and work with the States and local 06:17.332 --> 06:18.943 communities on doing initial 06:18.943 --> 06:21.166 assessments . So the assessments were , 06:21.166 --> 06:23.388 what we were tasked to do is just to go 06:23.388 --> 06:25.499 and look at a variety of sites . What 06:25.499 --> 06:27.721 might be a good location , um , to have 06:27.721 --> 06:27.190 one of these alternative healthcare 06:27.190 --> 06:30.190 facilities , um , won the state and the 06:30.190 --> 06:32.301 locals have to determine , you know , 06:32.301 --> 06:34.412 is it going to be covid , non covid ? 06:34.412 --> 06:36.579 Um , you know , is it for , you know , 06:36.579 --> 06:38.468 which which then impacts what the 06:38.468 --> 06:40.680 design is going to be . So today we've 06:40.680 --> 06:43.850 been requested to do 1000 and 77 06:43.850 --> 06:46.380 assessments and we've completed 901 06:46.380 --> 06:49.410 assessments . Um , needless to say that 06:49.410 --> 06:51.632 they're not all going to be used . Some 06:51.632 --> 06:53.840 of them basically or our , um , no 06:53.840 --> 06:55.951 goers from the beginning , some might 06:55.951 --> 06:58.007 be put on the back shelf , but , but 06:58.007 --> 07:00.229 out there to say , hey , is this school 07:00.229 --> 07:02.650 or is this hotel or is this arena or is 07:02.660 --> 07:05.120 this , you know , baseball park or 07:05.120 --> 07:07.231 whatever the case may be ? Or is this 07:07.231 --> 07:09.960 old hospital that , that is um closed 07:09.960 --> 07:11.738 down ? Are these something that 07:11.738 --> 07:13.793 actually could be used ? So that's , 07:13.793 --> 07:15.904 that's what those assessments are all 07:15.904 --> 07:18.127 about . Um Also if you look then at the 07:18.127 --> 07:20.238 next column on this , this placemat , 07:20.238 --> 07:22.460 you can see what the Corps of Engineers 07:22.460 --> 07:24.516 has awarded . Now . This is not what 07:24.516 --> 07:26.516 the state has awarded , but this is 07:26.516 --> 07:28.738 what the Corps of Engineers has awarded 07:28.738 --> 07:30.627 for these alternate care facility 07:30.627 --> 07:32.738 construction . This shows 20 and I'll 07:32.738 --> 07:34.682 tell you down the road when um , I 07:34.682 --> 07:36.793 believe Mike Schultz is talking the , 07:36.793 --> 07:38.960 the charts Gonna Show 21 , but we have 07:38.960 --> 07:42.850 actually awarded um , 2021 awards 07:42.860 --> 07:45.020 so far and a variety of states across 07:45.030 --> 07:47.880 the United States . So those are , 07:47.880 --> 07:49.830 those are moving and these take 07:49.840 --> 07:52.062 anywhere . We're noticing anywhere from 07:52.062 --> 07:54.229 about five days to about two weeks for 07:54.229 --> 07:56.562 construction because as you can imagine , 07:56.562 --> 07:58.784 time is of the essence . Um , we've got 07:58.784 --> 08:00.729 to have these available because it 08:00.729 --> 08:02.840 really , you know , it's about having 08:02.840 --> 08:04.729 beds for people to go to when the 08:04.729 --> 08:06.770 hospital beds run out . And so with 08:06.770 --> 08:08.890 those 20 contract awards , We're 08:08.890 --> 08:12.370 looking at about 15,706 beds . 08:12.380 --> 08:14.480 Um with the additional award that I 08:14.480 --> 08:17.110 talked about . Um that that's gonna 08:17.110 --> 08:18.999 show on another side . Word about 08:18.999 --> 08:21.230 17,000 beds available . And another 08:21.230 --> 08:23.341 thing that's a bit of a moving target 08:23.341 --> 08:25.850 too because as as we get these things 08:25.850 --> 08:28.017 going and there might be a change of a 08:28.017 --> 08:30.128 decision that hey , we want to change 08:30.128 --> 08:32.720 this from covid to non covid . You 08:32.720 --> 08:34.831 actually can have more beds when it's 08:34.831 --> 08:37.660 non covid , um , when it is covid , you , 08:37.670 --> 08:39.781 you have to have less beds because it 08:39.781 --> 08:42.003 might require much more intense medical 08:42.003 --> 08:43.837 equipment , etcetera and medical 08:43.837 --> 08:45.726 oversight . So anyway , that is , 08:45.726 --> 08:47.948 that's what we're doing right now . And 08:47.948 --> 08:49.837 um , the thing that makes us most 08:49.837 --> 08:51.781 challenging for us to tell you the 08:51.781 --> 08:54.003 truth . It's historically when the core 08:54.003 --> 08:55.892 is tasked by fema to respond to a 08:55.892 --> 08:58.740 disaster , it's usually regional , it's 08:58.740 --> 09:01.690 usually a hurricane or a flood or , or 09:01.700 --> 09:04.630 something of the sort and , and we're 09:04.630 --> 09:06.950 able to actually take manpower from one 09:06.950 --> 09:09.172 part of the country and push it over to 09:09.172 --> 09:11.228 another part of the country . As you 09:11.228 --> 09:13.450 can see . Um , our engagement right now 09:13.450 --> 09:15.061 is in all 50 states and five 09:15.061 --> 09:16.950 territories where our 27th day of 09:16.950 --> 09:19.006 response . And , and so things are , 09:19.006 --> 09:21.228 are , are pretty busy here at the Corps 09:21.228 --> 09:23.650 of Engineers and not to mention , um , 09:24.040 --> 09:27.700 we are continuing to , to actually 09:27.710 --> 09:31.310 execute our regular program . Um , yeah , 09:31.320 --> 09:33.542 you may wonder how that's working . And 09:33.542 --> 09:35.431 a lot of you actually , maybe our 09:35.431 --> 09:37.320 contractors , um , that are doing 09:37.320 --> 09:39.042 either civil works or military 09:39.042 --> 09:41.376 construction for the Corps of Engineers . 09:41.376 --> 09:40.670 Um , as you know , from the 09:40.670 --> 09:42.670 administration , they actually have 09:42.670 --> 09:44.710 pushed that , that infrastructure 09:44.710 --> 09:47.370 construction is is mission essential . 09:47.380 --> 09:49.580 Um I know you all have challenges . I 09:49.580 --> 09:51.650 know we've had challenges uh if an 09:51.650 --> 09:55.320 installation is shut down or or um 09:55.330 --> 09:57.497 states have to stay at home rule . How 09:57.497 --> 09:59.552 is it that you execute some of these 09:59.552 --> 10:01.774 projects that aren't um Covid related . 10:01.774 --> 10:04.160 And so we're working through that too . 10:04.160 --> 10:06.382 We're making sure we get guidance out . 10:06.382 --> 10:08.870 Um But but everyone is challenged with 10:08.880 --> 10:11.110 how we're we're trying to deal with 10:11.110 --> 10:13.090 that but right now our pushes to 10:13.090 --> 10:15.150 continue if at all possible 10:15.150 --> 10:17.750 construction . And um I can tell you 10:17.750 --> 10:19.690 right now is I I do come into the 10:19.690 --> 10:21.690 office every day and I can tell you 10:21.690 --> 10:23.634 that there's a lot of construction 10:23.634 --> 10:25.690 going on in downtown D . C . Because 10:25.690 --> 10:27.634 it's a great time for that work to 10:27.634 --> 10:29.746 actually occur because there's nobody 10:29.746 --> 10:31.912 around and and I know constructions um 10:31.912 --> 10:34.134 pretty pretty full and fast going on in 10:34.134 --> 10:36.301 downtown D . C . Now granted we've got 10:36.301 --> 10:38.412 to make sure that that your staff and 10:38.412 --> 10:40.468 our staff are all safe . Um and that 10:40.468 --> 10:42.746 we're doing the right things necessary . 10:42.746 --> 10:44.690 So just to give you a quick number 10:44.690 --> 10:46.746 right now um and these these numbers 10:46.746 --> 10:48.857 were trying to get more fidelity on . 10:48.857 --> 10:51.023 They're changing too . Um so 11:12.100 --> 11:14.322 right now we've got about 20% that will 11:14.322 --> 11:17.020 probably go up , but I just wanted you 11:17.020 --> 11:19.350 to be aware of of of we are keeping 11:19.350 --> 11:21.990 tabs on that and and we're pushing that 11:21.990 --> 11:24.212 also down to the field and we know that 11:24.212 --> 11:25.768 the construction offices or 11:25.768 --> 11:29.370 construction officers are our area 11:29.370 --> 11:31.314 engineers . What's display there is 12:29.081 --> 12:31.260 really A concept that involves four 12:31.260 --> 12:33.920 million phases as you move from left to 12:33.920 --> 12:36.087 right , which is the plan build supply 12:36.087 --> 12:38.630 and staff we've articulated as we've 12:38.630 --> 12:41.180 laid this out that the plan planning 12:41.190 --> 12:44.290 phase of course is is all a state and 12:44.290 --> 12:48.190 city lead with assistance from you face 12:48.190 --> 12:50.301 as they think through that process on 12:50.301 --> 12:52.412 the ground out there and the need and 12:52.412 --> 12:54.523 the requirements that they have based 12:54.523 --> 12:56.690 on on on the impact of viruses have in 12:56.690 --> 12:58.690 their particular region . The build 12:58.690 --> 13:02.020 phase is is all on you say yes or more 13:02.020 --> 13:04.242 importantly can also be executed by the 13:04.242 --> 13:06.353 state and city leads . And so there's 13:06.353 --> 13:08.242 an opportunity that that could go 13:08.242 --> 13:10.464 either direction . The supply effort of 13:10.464 --> 13:13.360 course is is once it's built is all on 13:13.360 --> 13:16.960 fema , HHS the state and cities uh and 13:16.960 --> 13:19.182 what we're seeing today is even D . O . 13:19.182 --> 13:21.293 D . Medical assets are being added to 13:21.293 --> 13:23.516 the fight as we're all dealing with the 13:23.516 --> 13:25.682 the virus across the nation . And then 13:25.682 --> 13:27.904 lastly , a staffing is all on the state 13:27.904 --> 13:30.127 and city leads . And again , we're also 13:30.127 --> 13:32.460 seeing as this is developed , the D . O . 13:32.460 --> 13:34.460 D . Medical assets are being thrown 13:34.460 --> 13:36.900 into the fight here as well . Um , but 13:36.910 --> 13:39.140 there are the overall sort of four 13:39.140 --> 13:41.140 concepts as you look at each one of 13:41.140 --> 13:43.362 those concepts . What's laid down below 13:43.362 --> 13:45.630 is is really eight critical steps that 13:45.630 --> 13:47.630 they're involved . All of those are 13:47.630 --> 13:49.852 captured there and the words below most 13:49.852 --> 13:51.963 are all accomplished by others . What 13:51.963 --> 13:54.019 we're finding is we've moved through 13:54.019 --> 13:56.186 this process from day one . There's an 13:56.186 --> 13:59.360 integration role role that has taken on 13:59.740 --> 14:03.130 uh for for a lot of our efforts out 14:03.130 --> 14:06.320 there as the concepts have been uh put 14:06.320 --> 14:08.320 into practice on the ground . We're 14:08.320 --> 14:10.098 finding ourselves more and more 14:10.098 --> 14:12.042 involved in an integration role to 14:12.042 --> 14:14.098 bring all the players together . Ask 14:14.098 --> 14:16.320 all the right questions , make sure all 14:16.320 --> 14:18.542 the right uh areas are being pursued as 14:18.542 --> 14:20.764 we try to try to implement this .
