Scott Spellmon, the Corps’ commanding general and 55th U.S. Army chief of engineers, signed the Chief of Engineer’s Report for the Prado Basin Ecosystem Restoration and Water Conservation Feasibility Study at the Corps’ headquarters in Washington, D.C.
