The Biden-Harris Administration today released the President’s Budget for Fiscal Year 2025. Following historic progress made under the President’s leadership—with over 14 million jobs added since the President took office and inflation down two-thirds from its peak—the Budget protects and builds on this progress with proposals for responsible, pro-growth investments in America and the American people. Army Civil Works Studies, Projects and Programs to Be Accomplished with Bipartisan Infrastructure Law Funding

Poplar Island Ecosystem Restoration Expansion Complete, Open to accept Dredge Material

The U.S. Army Corps of Engineers, Baltimore District, completed construction of the Poplar Island Ecosystem Restoration Project lateral expansion Jan. 20, 2021, providing 575 additional acres, including four new wetland cells and one large upland cell. The project is now able to accept dredged material associated with the approach channels to the Port of Baltimore until around 2032.

Abstract: This document describes the methodology used to evaluate the costs incurred by organizations involved in planning, programming, budgeting, and execution of the Army’s environmental programs and estimating those costs for future year planning cycles, this model is referred to as the Environmental Quality Requirements Model (EQRM). The EQRM is used to develop the budget positions as presented to Congress to obtain the Operations and Maintenance appropriations. These appropriations fund the Environmental Quality Program which includes Compliance, Conservation and Pollution Prevention requirements. The model encompasses the commands under the funding structure of the Deputy Chief of Staff – G9 Installations which includes the following: Installation Management Command, the Army National Guard, the Army Reserve Command, and the Army Materiel Command.

Progress continues on damaged Lower Missouri River Navigation Channel

The Kansas City District is currently performing multiple tasks to address priority areas of concern and the damages to river structures that have accumulated during the nearly three years of high water. The district is using all available resources to include a combination of contractors, including one for emergency dredging, and our in-house floating plant to repair flood damaged structures and improve channel conditions.

VICKSBURG, Miss. – The U.S. Army Corps of Engineers (USACE) Vicksburg District has announced that its Work Plan for the 2020 fiscal year includes $102 million in funding for its civil works program, the largest amount of funding since the 2013 fiscal year. The Work Plan will fund projects, programs and activities that received funding in the three previous fiscal years and will prioritize ongoing work that can reach significant milestones or produce significant outputs during the 2020 fiscal year.

The plan includes more than $130 million in federal funds for investigations, construction, and the operation and maintenance of civil works projects in the Los Angeles District. Of that total, $52 million, has been allocated to final construction and closeout for the Rio de Flag flood risk management project, a cost-share effort with the city of Flagstaff, Arizona.
