SIMI VALLEY, Calif. — Col. Mark Toy, commander of the U.S. Army Corps of Engineers Los Angeles District, addresses future Soldiers, families, friends, local dignitaries and veterans during the grand opening of the Los Angeles Recruiting Battalion's newest recruiting station here, June 20. Toy shared some thoughts on leadership that culminated with his District's motto, "Building Strong and Taking Care of People!"
