Lt. Col. David R. Hibner earned his commission from Kemper Military College as a Distinguished Military Graduate and Infantry Officer in the U.S. Army Reserve (USAR) in 1993. After serving in the USAR 70th Infantry Division for three years, he was assessed Active Duty as an Engineer Officer and attended the Engineer Officer Basic Course in 1996. His first active duty assignment was Platoon Leader of 2nd Platoon, B Company, 326th Engineer Battalion, Fort Campbell, Ky. He also served as Battalion Adjutant before attending the Engineer Officer Advanced Course in 1999.
From 2000 to 2003 he served in the 10th Engineer Battalion, 2nd Brigade Combat Team (BCT), 3rd Infantry Division at Fort Stewart, Ga., as the 10th Engineer Battalion Assistant S3, and D Company Commander. During this time he deployed his Company to Kuwait for Operation Desert Spring in preparation for the invasion of Iraq as part of Task Force 1-64 Armor, 2nd BCT in March 2003. After his tour in Iraq he was assigned to Engineer Branch as the Branch Qualified Captains Assignment Officer at the U.S. Army Human Resources Command in Alexandria, Virginia where he served from 2003-2005.
From 2005-2007, Lt. Col. Hibner attended the University of South Carolina and earned a Master of Business Administration in International Business. After completing the Command and Staff College in 2008, he served as Executive Officer to the Deputy Commanding General, U.S. Army Corps of Engineers and was subsequently assigned to the 249th Engineer Battalion (Prime Power) where he was the Battalion S3 and then the Executive Officer. In 2011, he deployed to Afghanistan and served as Executive Officer to the Commanding General of NATO Training Mission – Afghanistan. After returning from Afghanistan he was assigned to the Army Staff and served as the Special Assistant for Outreach to the Chief of Staff of the Army.
Lt. Col. Hibner is a graduate of the Engineer Officer Basic and Advanced Courses, the Scout Platoon Leader Course, the Basic Motor Officer Course, the Combined Arms and Services Staff School, and the Command and General Staff College. He holds a Bachelor of Science in Construction Management from Purdue University, a Master of Science in Engineering Management from the Missouri University of Science and Technology and a Master of International Business Administration from the University of South Carolina.
His awards and decorations include the Silver Star, the Legion of Merit, the Purple Heart, the Army Meritorious Service Medal (4 OLC), the Army Commendation Medal (3 OLC), the Joint Service Achievement Medal, the Army Achievement Medal (3 OLC), the NATO Medal, the Afghanistan Campaign Medal, the Presidential Unit Citation, the Army Superior Unit Citation, the Ranger Tab, the Sapper Tab, the Expert Infantryman Badge, the Basic Parachutist Badge, the Air Assault Badge, and the Bronze Order of the de Fleury Medal.
